Diane Feinstein abruptly resigned her position as the chairman and ranking member of the Senate Military Construction Appropriations Subcommittee (
MILCON).
- The MILCON subcommittee is in charge of supervising military construction. The committee also oversees "quality of life" issues for veterans, which includes building housing for military families and operating hospitals and clinics for wounded soldiers.
- Senator Feinstein had a conflict of interest due to her husband Richard C. Blum's ownership of two major defense contractors, who were awarded billions of dollars for military construction projects that were approved by Senator Feinstein. Johnson was EG&G’s CEO, the firm was acquired by the Carlyle Group, a behemoth investment firm whose executives and
investors include former
President George H.W. Bush, former Secretary of State
James Baker III, and the royal family of Saudi Arabia. Carlyle piad $250 million for EG&G, then sold it three years later in 2002 for double that price.
• In 2001, President George W. Bush made Johnson the Assistant Secretary of the Navy. In February 2003, Bush appointed Johnson acting Secretary of the Navy.
• Johnson’s acting Undersecretary Combs was in the meantime reaching out to the owners of Custer Battles, offering to help them win contracts to rebuild Iraq, according to the Wall Street Journal. Custer Battles showed up in Baghdad with no money or staff, but founder Mike Battles boasted of his close GOP relationships (he ran for Congress in Rhode Island with the backing of former GOP chief Haley Barbour).
- The firm first won a $16 million contract to get the airport in Baghdad open and running again. Within months, it had several contracts to work in Iraq worth $100 million.
- Coalition officials filled a duffel with $2 million, which Custer Battles used as startup capital for the airport contract. (With Johnson)
- Whistleblowers and government auditors say it (Custer Battles) used fake invoices to bilk the government of millions, of inflating the true cost of its services and billing the government for services it never provided. (WP)
- Custer Battles security guards have also been accused of firing at unarmed civilians. They have been accused of crushing a car filled with Iraqi children and adults. They have been accused of unleashing a hail of bullets in a Baghdad hotel, only to discover, when the dust literally settled, that they had been shooting at each other.
• (2006) second lawsuit named Combs and Johnson as co-defendants, though both men have strenuously denied any wrongdoing. Both lawsuits ultimately were dismissed, relieving Custer Battles of any obligation to repay the United States. (
