  • April 2011 - a federal jury in Brooklyn found Zohrab B. Marashlian, the former president of Perini Corp.’s Civil Division, an international construction services corporation, guilty of fraud and conspiracy to launder money while working on Ground Zero. The owner, tutor Perini paid Marashlian $14 million in salary while all this was going on.  Two days before Marashlian was to receive a multiyear prison sentence, he committed suicide. (WordPress)

  • In 2004, Perini agreed to pay the federal government $998,500 to settle fraud claims in the construction of an embassy building in Venezuela (BBC)

•    Amount paid to KBR, a former Halliburton division, to supply U.S. military in Iraq with food, fuel, housing and other items - $20 billion
•    Portion of the $20 billion paid to KBR that Pentagon auditors deem "questionable or supportable" - $3.2 billion
•    RIO, or Restore Iraqi Oil, was awarded to KBR without competition when the United States Department of Defense determined that KBR was "the only contractor that could satisfy the requirement for immediate execution of the plan" 
•    June 2008, Charles M. Smith, the senior civilian Defense Department official overseeing the government's multibillion-dollar contract with KBR during the early stages of the war in Iraq said he was forced out of his job in 2004 for refusing to approve $1 billion in questionable charges to KBR. Smith refused to approve the payments because Army auditors determined that KBR lacked credible records to support more than $1 billion in spending.
•    In May 2010, it was reported that KBR was selected for a no-bid contract worth as much as $568 million through 2011 for military support services in Iraq. (Business Week)
•    “KBR connected to Fraud Pentagon Auditor Says” "the vast majority" of suspected combat-zone fraud cases that have been referred to investigators, as well as a majority of the $13 billion in "questioned" or "unsupported" costs, (Washington Post)
•    Not to mention past allegations of KBR avoiding paying hundreds of millions in federal Medicare and Social Security taxes by hiring workers through sell companies based in the tax haven of the Cayman Islands.  More than 21,000 people working for KBR in Irag, are listed as employees of two companies.  KBR admits setting the companies to save on taxes. •    Bribing Nigerian Officials by paying tens of millions in bribes. (Find Law)
•    Soldiers have been electrocuted from faulty wiring in Iraq while KBR explained that they were only to repair broken items, however they installed improper electrical devices.  They were handed a corrective action, in “serious noncompliance” However, shortly afterwards they were awarded a 35 million dollar contract for major electrical work. •    Lockheed Martin Corp. claimed L-3 Communications and its subsidiary, L-3 Communications Integrated Systems, Inc. (collectively referred to as “L-3 Comm” in the lawsuit), deliberately misappropriated its proprietary specifications and designs associated with its P-3 series of marine patrol, anti-submarine aircraft. Lockheed accused L-3 Comm of improperly using the data to secure a contract with the government of South Korea to refurbish eight of the Lockheed planes. In May 2009, a jury found in favor of Lockheed and awarded it over $37 million in damages.
•    L-3 Government Services, Inc., agreed to pay $1.9 million to settle False Claims Act and Program Fraud Civil Remedies Act allegations of fraudulent overbilling on information technology support services contracts. An investigation found that L-3 employees were routinely entering nine hours on their time sheets when in fact they only worked eight
•    L-3 Joint Operations Group (JOG), were temporarily suspended from receiving any new federal contracts or orders, including those under its Special Operations Forces Support Activity (SOFSA) contract. The notice of temporary suspension was issued by the Office of the Deputy General Counsel of the U.S. Air Force on June 4, 2010 and relates to an on-going governmental investigation of L-3 SSPD concerning the alleged inappropriate use of an e-mail system.
•    According to the April 30, 2007 Report to Congress of the Special Inspector General for Iraq Reconstruction (SIGIR), a criminal investigation found evidence of fraud involving Mohamed Abdel Latiff Zahed, a linguist employed by L-3 Communications subsidiary Titan Corporation. "CID approached Titan with evidence of fraud and received reimbursement of all funds fraudulently received by employee." Funds recovered from the contractor totaled $31,985.
•    Faheem Mousa Salam, an employee of L-3 Communications subsidiary Titan Corporation in the International Zone in Baghdad, Iraq, was charged with violating the Foreign Corrupt Practices Act. The criminal complaint, filed in federal court in the District of Columbia, alleged Salam offered payments to Iraqi police officials in exchange for contracts to supply the Civilian Police Assistance Training Team, Multi-National Security Transition Command – Iraq, with protective vests and other equipment.
•    L-3 Vertex Aerospace, a subsidiary of L-3 Communications Corp., paid $4 million to settle allegations that it submitted false and inflated claims to the Army for work on a contract to provide helicopter maintenance services in Iraq.

•    Built the Police Academy in Iraq and finished in 2006, by July 2006 the building had crumbling walls and sewage running from the ceilings and walls. The cost? $72 Million.  (NYT) Essentially, when they put in the plumbing, they had no fittings, so they just joined plumbing pipes, cemented them together," he said. "The connections burst once they started to be used, and the sewage thus leaked from the bathrooms down through the building — and into light fixtures and through the ceilings."  By Sept 2006, Parsons offered to repair the damage at no extra cost. the American officer affiliated with the new project to repair the problems described an “elaborate and costly effort to tear out and replace the plumbing on entire floors. The problems were so severe, the officer said, that the military had also been obliged to build new latrines outside and demolish some structures entirely and start over.” (Chuck For)
•    Most of the Iraq reconstruction contracts have been awarded through a particular type of troubled contracting vehicle, the Orwellian-sounding "Indefinite Delivery Indefinite Quantity" (IDIQ). IDIQs allow the government to award an unspecified amount of future work to approved contractors For example, the January 6, 2004 contract awarded to Bechtel, which teamed up with Parsons of California, is for an amount up to $1.8 billion to repair the infrastructure of Iraq over the next 24 months. In other words, Bechtel and Parsons have an effective monopoly over any future tasks or services up to $1.8 billion. (POGO)
•    scandalous abuse of taxpayer dollars in the Superconducting Super Collider (SSC) program. SSC subcontractor, Parsons Brinckerhoff/Morrison Knudsen (PB/MK), PB/MK appears to be taking advantage of the nature of their contract with DOE, and has been reimbursed for many costs that appear to be excessive.
For example PB/MK has been reimbursed:
 $3,030 for an office desk and $1,107.10 for Christmas cards;
$21,369.18 for office plants and their upkeep in a single year;
$18,403.87 for coffee supplies over a fifteen month period;
$1,257,884.32 for travel costs over fifteen months, or an average of $83,858.95 a month;
$1,626,605.71 for relocation costs over fifteen months, or $3,891.40 per employee if every employee were moved to the SSC facility 30 miles south of Dallas; and
 $293,668.34 for automobile leasing and rental expenses over fifteen months.
•    The last time two of the consultants overseeing Mecklenburg County's light rail and mass transit plan worked on a large-scale project together, they were responsible for an 80-foot sinkhole, thousands of lawsuits totaling over $1 billion, and a trail of fraud and corruption so long that even the FBI couldn't untangle it. Now they're advising Charlotte Area Transit Officials on our transit plan and helping to design it. when Bechtel-Parsons Brinckerhoff was hired to oversee it, the project had an estimated cost of $2.6 billion and a completion date of 1998. Today, the project has a projected completion date of 2005, and its price tag has ballooned to $14.6 billion and climbing. documented $446 million in additional waste on the project because cost-reduction methods weren't applied. The cost of overruns was 2.2 billion dollars (Public Purpose)
•    more than $500,000 in campaign contributions from subcontractors, lobbyists, lawyers and other firms connected to Parsons-Dillingham and EMC
•    review in April of a $243 million contract held by the Parsons Corp. to construct primary health care centers across Iraq revealed that after more than two years and $186 million, only six of the planned 150 centers were complete. . . . (Founders V. Bush)

•    ECC contracted with ArmorGroup in 2007 to perform Security in Afghanistan. relied on rival Afghan warlords -- including some considered Taliban supporters -- to provide the manpower for the company's security force at the base. (Gov Exec)
•    The patriarch of the family that controls ECC pleaded guilty to obstructing a federal audit (after racketeering and fraud charges were dropped) in connection with an investigation of abuses of Small Business Administration programs for minority enterprises. He had previously been involved in a bribery case in North Carolina. (HSDL)
•    1995 Congressman Scott McInnis raised questions about ECC’s performance $5 million in overpayments to ECC, prompting McInnis to say that the company’s contract—which ballooned from an initial $500,000 to some $70 million—was a “sweetheart deal.”
•    probe concerned members of the Sabharwal family,
who were said to control ECC as well as another company called Environmental Health Research & Training Inc. (EHRT), which had been barred from government contracting after being convicted of bribing an EPA official at another location.29 In May 2000 Pritam Sabharwal, his sons Paul and Shawn, and several other relatives and associates were charged with racketeering activities ranging from bribing public officials to mail fraud
•    2005, ECC hired former Rear Admiral Charles R. Kubic—who had served as Commander of the 1st Naval Construction Division and the 1st Marine Expeditionary Force Engineer Group in Iraq— as president of ECC International and made him a member of ECC’s board of directors. ECC International has received contracts for school repair in Iraq.

•    Johnson’s acting Undersecretary Combs was in the meantime reaching out to the owners of Custer Battles, offering to help them win contracts to rebuild Iraq, according to the Wall Street Journal. Custer Battles showed up in Baghdad with no money or staff, but founder Mike Battles boasted of his close GOP relationships (he ran for Congress in Rhode Island with the backing of former GOP chief Haley Barbour).
  1. The firm first won a $16 million contract to get the airport in Baghdad open and running again. Within months, it had several contracts to work in Iraq worth $100 million.
  2. Coalition officials filled a duffel with $2 million, which Custer Battles used as startup capital for the airport contract. (With Johnson)
  3. Whistleblowers and government auditors say it (Custer Battles) used fake invoices to bilk the government of millions, of inflating the true cost of its services and billing the government for services it never provided. (WP
  4. Custer Battles security guards have also been accused of firing at unarmed civilians. They have been accused of crushing a car filled with Iraqi children and adults. Labeling of GMO Food Products USA

DynCorp:
•    A DynCorp International executive says he was fired for complaining that the company charged the State Department millions of dollars for a database that did not exist. The 2004 contract awarded DynCorp $1 million to build a database of Americans trained in law enforcement who were willing to go to Afghanistan or Iraq at a moment’s notice, and $1 million a year to maintain it. •    The top State Department watchdog, Krongard is now under investigation for
using his post to shield, rather than curb, contractors in Iraq and Afghanistan that defrauded the U.S., smuggled arms, or were just generally, grossly, incompetent. One of the beneficiaries of Krongard’s protection is the infamous Blackwater Worldwide, (Now XE) where his brother A.B. “Buzzy” Krongard, former executive director of the CIA, is a board member.

Krongard announced in December 2007 that he would resign, just as the State Department revealed that, on Krongard’s watch, Blackwater and mega-contractor DynCorp could not account for $28.4 million in U.S. property, including armored cars and weapons. He stepped down January 15, 2008. (National Corruption)
